국제사회의 언론 자유를 옹호하는 활동을 해온 민간 국제 기구인 WAPC(World Association of Press Councils 세계 언론위원회 협회)가 오늘 YTN 사태와 관련해 성명을 내고 구본홍씨의 퇴진을 촉구했다.

WAPC는 성명서에서 한국의 이명박 대통령의 특보였던 구본홍씨가 YTN 사장으로 임명됨으로써 편집권의 독립이 훼손되고 정부의 언론 통제라는 망령을 제기할 수 있다는 YTN 언론인들의 견해에 동의한다고 밝혔다.

성명서는 특히 이런 측면에서 편견의 징후조차도 언론사의 공적 신뢰도를 파괴하는 결과가 된다는 점에 주목한다고 지적했다.

WAPC는 따라서 구씨의 사장 임명은 무효화돼야 하며 새로운 인사를 사장으로 지명해 편집권 독립 훼손에 대한 우려를 해소하고 YTN의 공적 신뢰도를 회복할 것을 촉구한다고
밝혔다.

WAPC 는 국제사회의 언론 위원회 협회 조직으로 높은 수준의 언론 윤리와 모든 사람들의 자유로운 의사소통권을 촉진시키는 것을 조직의 목적으로 하고 있으며 미국과 아제르바이잔, 방글라데시 등 14개 국가에 위원회가 설치돼 있다.

WAPC EXPRESSES CONCERN FOR EDITORIAL INDEPENDENCE AND JOURNALISTIC INTEGRITY AT YTN SOUTH KOREA

YTN is a 24-hour cable TV news channel, headquartered in Seoul South Korea. Founded 15 years ago, it has grown to become a major media company in this short time. 60% of its stock is held by the Korean government.

Since July of this year, YTN journalists have raised serious questions concerning the appointment of Mr. Ku Bong Hong, former aide to President Lee Myung-bak, as the new head of YTN.
Central to these concerns is the editorial independence of the media.

The WAPC agrees that the appointment of Mr. Ku, who has a close association with President Lee, raises the specter of government control. We note that even the appearance of bias in this regard serves to destroy the public trust in news media. With all due respect to Mr. Ku, we urge that his appointment be rescinded, and that a new appointee be found that will guarantee editorial independence, and restore public confidence in YTN.

The WAPC is an international association of press and media councils from: Azerbaijan, Bangladesh, India, Kenya, Malawi, Nepal, Northern Cyprus, Swaziland, Tanzania, Turkey, Uganda, USA, Zambia, and Zimbabwe. IFJ Says Korean Government Must End Interference at Broadcaster YTN

 

The International Federation of Journalists (IFJ) today strongly condemned
the latest efforts by the Korean government to control YTN, a 24-hour television channel,
in a move that has lead to the firing of journalist union activists protesting the changes.

 

For almost 90 days journalists have taken over the office of the newly appointed
president of YTN, Gu Bon-hong, who they believe was installed to give the government control
over the news channel. The dispute has led to the firing of 6 staff members
while others have been suspended and disciplined.
The president is working from an office nearby due to the deadlock in the talks
between management and staff.

 

The IFJ is supporting its local affiliate, the Journalists' Association of Korea (JAK),
in the fight for editorial independence, said IFJ President Jim Boumelha,
who was in Seoul from October 6 to 9 to show his support
for JAK and YTN's struggle against government pressure on the media.

 

"It is shocking that YTN management took such a spiteful and vindictive action
against workings, including the leaders of the labour union," Boumelha said.
"The IFJ calls on Gu Bon-hong to rescind immediately the suspensions and warnings
and reinstate forthwith the sacked union activists. These brave members are taking up
a heroic fight to defend press freedom and editorial democracy."

 

Boumelha led a delegation of 40 Asian journalists during his stay in Seoul in a visit to YTN
to show their solidarity with journalists there. Boumelha offered to meet with Gu or to mediate the dispute and said the IFJ would consider a mission to Korea to investigate the firings of the six union workers if the JAK requests it.

 

"They have risked their careers by resisting political interference in the business of journalism,"
Boumelha said of the union activists, "and all Korean journalists, and indeed journalists worldwide,
must applaud the action they have taken. We are throwing all the weight of IFJ affiliates behind them
until they got reinstated and win their fight."

 

According to the JAK, the government of Lee Myung Bak, is trying to manipulate media
to suit its political tastes by appointing executives to state-run broadcasting and
some key public enterprises who are his supporters.

 

Although JAK and other civic groups have continuously denounced this dictatorial behaviour
over media policy there have been no improvements.

 

Once again IFJ urges the Korean government must withdraw the disciplinary action against YTN.

국제기자연맹은 오늘 한국 정부가 한국의 24시간 텔레비전 채널인
YTN을 통제하기 위해 취한 최근의 노력들을 강력하게 비난했다.
이 움직임은 변화에 저항하던 기자 출신 노조 지도부를 해고하는 상황으로 이어졌다.

 

거의 90일동안 기자들은 새롭게 임명된 구본홍 YTN 대표의 사무실을
점거해왔는데 기자들은 그가 YTN에 대한 정부의 통제를 위해 온 것으로
믿고 있다. 이 분쟁은 6명의 직원 해고로 이어졌고 다른 직원들은
정직 또는 징계를 받았다. 대표는 사측과 직원간의 대화가 교착되면서
근처의 사무실에서 일을 하고 있다.

 

국제기자연맹은 소속단체인 한국기자협회가 편집의 독립을 위해
투쟁하는 것을 지지한다고 짐 보멜라 회장은 말했다. 보멜라 회장은
10월 6일부터 9일까지 서울을 방문한 기회에 언론에 대한 정부의 압력에
저항하는 한국기자협회와 YTN을 지지한다는 점을 보여줬다.

 

보멜라는 "YTN 사측이 노조 지도부를 포함한 직원들에게
그와같은 악의적이고 보복적인 조치를 취한 것은 충격적이다"라면서
"국제기자연맹은 구본홍씨가 즉각 정직과 경고를 철회하고
해고된 노조 활동가들을 원상복구시킬 것을 촉구한다.
이들 용감한 참가자들은 언론의 자유와 편집의 민주주의를 지키기 위해
영웅적인 투쟁에 나선 것이다"라고 말했다.

 

보멜라는 서울에 머무는 동안 아시아 지역 언론인 40명을 이끌고
YTN을 방문해 YTN 언론인과의 연대를 보여주었다. 그는 구와의 면담,
또는 분쟁 해소를 위한 중재 용의를 제안했으며 한국 기자협회가
요청할 경우 6명의 노조원을 해고한 문제를 조사하기 위해 한국으로
실사단을 파견하는 문제를 고려하겠다고 말했다.

 

보멜라는 노조 활동가들에 대해 "그들은 언론계에 대한 정치적인 간섭을
저지하기 위해 그들의 직업을 잃을 수도 있는 모험적인 길을 택했다."라고
평가하면서 "그리고, 모든 한국의 언론인과 나아가 세계의 언론인들은
그들이 채택한 행동을 칭송해야만 할 것이다. 우리는 그들이 원상복구되고
그들의 투쟁이 승리하는 날까지 그들 뒤에서 국제기자연맹의 소속 언론사들의
무게를 더해줄 것이다"라고 말했다.

 
한국기자협회에 따르면 이명박 정부는 그들을 지지하는 인물들을
정부가 운영하는 방송사와 핵심적인 공공 기업의 운영진으로

임명함으로써 그들의 취향에 맞게 언론을 조작하려고 시도하는 중이다.

한국기자협회와 다른 민간단체들이 계속적으로 언론 정책에 대한
이러한 독재적인 움직임을 비난해왔는데도 불구하고 개선된 것은 없다.

다시한번 국제기자연맹은 한국 정부가 YTN에 대한 징계 조치를
철회할 것을 촉구한다.
